CDBG Grant

The CDBG program is a federally-funded program administered through the U.S. Department of Housing and Urban Development (HUD). As an Urban County in the Entitlement CDBG program, the County receives an annual formula allocation of CDBG funds from HUD. HUD determines the amount of each grant by using a formula comprised of several measures of community need, including the extent of poverty, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan areas.

All activities funded with the County’s CDBG funds must:

  1. Serve persons or communities within the County’s Urban County area;
  2. Be an eligible activity under CDBG regulations (24 CFR Part 570.201);  and
  3. Meet a National Objective of the CDBG program (24 CFR Part 570.208).

The County of Riverside will only accept CDBG applications from the cooperating cities listed above. The cooperating cities may award their CDBG funds to the following entities and organizations:

  1. City Departments or Agencies;
  2. Non-Profit organizations subject to 26 U.S.C. 501 (c)(3) of the tax code; and
  3. Governmental agencies including the County, other Cities, Special Districts, and Tribes. 

All eligible organizations must submit their application to the City of Beaumont by October 15, 2018 at 5:00 p.m..

The Beaumont City Council will conduct a public hearing on Tuesday, November 6, 2018 at approximately 6:00 p.m. at 550 E. 6th Street, Beaumont, California 92223, to receive testimony and comments from all interested persons regarding approval of use of Fiscal Year 2019-2020 CDBG Funds, a consideration by the City Council to review all CDBG application submitted from eligible organizations and City projects for the use of CDBG funds within the City.

PLEASE BE AWARE THAT THE CITY COUNCIL HAS REQUIRED THAT ALL APPLICANTS MUST APPLY FOR AND 
RECEIVE FUNDS FOR THE SAME PROGRAM FROM THE COUNTY OR OTHER PARTICIPATING CITY AS A CONDITION OF RECEIVING FUNDS FROM THE CITY OF BEAUMONT.

City of Beaumont Citizen Participation and Community Needs Assessment 

2019-2024 Consolidated Plan

The County of Riverside is in the process of preparing the 2019-2024 Consolidated Plan. The five-year Consolidated Plan is required by the U.S. Department of Housing and Urban Development (HUD) in order for the County to receive funding under the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Home Investment Partnerships Act (HOME) programs.

A requirement of the City of Beaumont, as a Participating City within the County’s Urban County program, is to encourage and facilitate the participation by residents, service providers, and other concerned individuals and organizations in the Consolidated Plan process. Your participation is necessary so that the City of Beaumont can identify community, housing, and social needs in our community and to establish priorities for the use of the Federal funds.

The County’s online survey, which the City is participating in, is available at the link below, has been posted on the City’s website, and the paper version available at City Hall:

All paper surveys must be completed and submitted to the City by October 10, 2018 at 5:00pm. All online surveys must be completed by October 14, 2018.

The City will be conducting a public hearing to discuss community development needs within the City and to prioritize the use of CDBG funds during the next five years. This public meeting will allow residents and other stakeholders to provide comment and input regarding the needs of the communities and will include the results of the surveys. This Public Hearing includes approve the City’s five year HUD-CPD funding priorities and will take place on Tuesday, November 6, 2018 at approximately 6:00 p.m. at 550 E. 6th Street, Beaumont, California 92223.
