Elaine Morgan and her husband of 32 years, Dan Hall, moved from Northern California to Beaumont in May 2013.  Between them they have 3 adult children and 10 grandchildren. Elaine, as a dependent of an Air Force father, spent much of her childhood in Japan. Her family moved to California in 1970 where she graduated from Norte Vista High School in Riverside.

Elaine is retired after 38 years in the mortgage banking industry with diverse experience in residential finance and regulatory compliance management.  In retirement, she has volunteered her time serving the residents of her community of Solera. Elected to the Solera Board of Directors in 2017, she has served as their Treasurer, Vice President, President and as a member of the Finance Advisory Committee.

Elaine also volunteers her time to the city of Beaumont and has served as Chair and founding member of the Finance & Audit Committee, member of the Capital Improvement Project’s Blue-Ribbon Committee, as well as a member of the Board of Administrative Appeals. 

“ I believe that volunteering is an important way to give back to my community. The City Clerk’s office is responsible for many functions within the city. I felt that my professional experience, especially in regulatory compliance, would be skills that would fit well in the position of City Clerk. I’m committed to executing my responsibilities with the diligence, respect, and professionalism that our city, and its residents, expect and deserve.”
